At this stage I would not bother with chip load as the Dremel will not be able to deliver the grunt anyway - it is your limiting factor.
Maybe start at 300mm/min and 0.5mm DOC and see how it goes - asumes you are cuting timber. Adjust your feed rate in Mach3 once you start cutting and you can soon work out what your next job should be set to.Cheers,
