Making Spoked Wheels.
Hi KelRob
If you put 'Reinventing the Wheel' into the search engine on the forum or simply just LiliB, you will find the posting I did some time ago, showing how David made his spoked wheels for his truck.
Hope it is of some use to you.
People do all sorts of complex things to make them, but a scroll saw is really your best friend when it comes to making them in a simple way. I know some people turn them, some drill dozens of holes into a wheel, and make short pieces of wood to simulate actual wheel spokes.
How you make them depends very much on what equipment you have on hand.
Cheers
LiliB

Here is a set of instructions and drawings for a 14inch wooden wagon wheel. It might give you some ideas, and you could scale thing down to suit.

A spoke is one of some number of rods radiating from the center of a wheel (the hub where the axle connects), connecting the hub with the round traction surface. A spoked wheel on display at The National Museum of Iran, in Tehran. The wheel is dated to the late 2nd millennium BC and was excavated at Choqa Zanbil. The remains of a pair of cartwheels with metal axle assembly.
An Ox-wagon in Aliwal North, Eastern Cape. Note the three missing spokes and the metal tyre. Wooden spoke wheel with metal rim from antique truck on display in Underground Atlanta. Metal spoke wheel from a bicycle. The term originally referred to portions of a log which had been split lengthwise into four or six sections. The radial members of a wagon wheel were made by carving a spoke (from a log) into their finished shape. A spokeshave is a tool originally developed for this purpose. Eventually, the term spoke was more commonly applied to the finished product of the wheelwright's work
