G'Day "kina",
When my girls were little [now adults] I just made a simple one.
A cross base with a 1/2" water pipe; a dowel coming out of it to about a mitre.
The added a large cross on the top of the dowel & strung some venetion blind cord around to make the lines.
It was used by all 3 girls for about 10yrs before it became "old hat".
I hope that's some help for a starter.
Cheers, crowie

Wouldn't it be more effective to build an adjustable ramp so she could hang the clothes out on a full size one?

G'Day Allan, That photo is something very similar to what I built.
Enjoy the trip to the hardward & tool shop for the new supplies; also don't forget the garage sales & the like to getting you tool stocks up a bit quicker for less money.
ofer the older tools are better quality than the new stuff being offered these days.
Looking forward to the photos of your clothes line.
Cheers, crowie
