Box Trailer axle question

May I ask for advice please from you learned folk? Every standard box trailer I have seen including my own commercially built one has the axle mounted above the leaf springs. Is there any reason why the axle could not be moved to beneath the springs in order to gain more clearance between tyre & mudguard?
