It's worth pointing out is that regulations tend to be evidence-based, not anecdotal. While someone might express the opinion that some home-built trailers might not be structurally sound, a regulator will look at evidence from significant accidents where the trailer's design or construction is found to be the cause of the accident.

I have a friend who works in vehicle standards - I might ask him some time - but I suspect the incidence of such accidents is probably way below the threshold where it would be identified as a significant risk.

It may well be that a person setting out to build their own trailer, which is a significant challenge, kind of self-regulates - one has to feel competent to even contemplate such a project, and in the process of selecting components and sorting out the design soon identifies any weaknesses in their abilities.
