Contact cement if you wanted to keep a tiny bit of elasticity in the join, or PVA or epoxy if you wanted something inflexible that would tear the fabric before failing. Ease the edges on the ply otherwise they will chafe the denim.

A better solution would be to sew large pockets onto the jeans that the ply inserts slip into; this would also allow you to use a layer of high density rubber in between as a shock absorber.

A cheaper solution might be this: New Motorcycle Body Armor Racing Jacket M/L/XL/XXL/XXXL | eBay

    or this:
Black Hawk Down SWAT Body Armor Plate Carrier Vest OD | eBay

    or this:
Bullet Proof Vest Body Armor IIIA 3A Tactical Large L | eBay

Rigid material to a cloth that'll see significant flexing? Whatever glue you use will fail in time.

What about simply drilling a series of small holes around the edge of the ply to sew it to your jeans, if that's the "look" you're after?
I may be weird, but I'm saving up to become eccentric.

Your have me beat. I don't know of any glue that could fix plywood to clothing. And keep it there while you wear it. I think sewing is you best option. Good Luck
