The parts diagram does list them as 2 parts.
Norwest in sydney had them listed and they do ship internationaly.
So david has ordered them direct.

The two parts are held by an internal cir clip.
Incidentally, the website the OP linked to is a disgrace, especially for Makita. It actually shows the specifications of the router as "Collet Capacity 12mm (1/2")" - seriously - as though ½" is the imperial conversion of 12mm! If that's not bad enough, under standard accessories it lists "1/2 collet cone" and "1/2 to 1/4 collet sleeve" - what? - for a 12mm router!
When I saw this thread title, my first thought was "really, how would anyone expect ½" bits to fit a 12mm router?" - now I understand!

You can't machine 12mm into 1/2"
You don't have to change the guts.
The inner shaft is 1/2" and, if the outer nut will accept a 1/2" bit easily, then all you need is a need 1/2" set of jaws.
I have just been going through this when my 1/2" router mistakenly came with a 12mm collet.
All I needed was new jaws or, in the case of jaws and nut not coming apart, then a 1/2" collet will do.
Of course, the thread will have to be the same.
