Default One bag fills Quicker than the other

I have recently up graded from a single bag dust extractor to a twin bag unit. What I have noticed is one bag will be full whilst the other bag is lest than quarter full. Is this normal? Whilst I am typing this post I'm thinking maybe I should let the one bag fill and see if the dust will flow into the second bag.

My 3hp DE does the same thing. Can't see the one full bag flowing into the other idea working.
