I had a similar problem when I flattened mine last year. Is made out of Tas oak and the grain made it very difficult to plane without tear out. I just planed it 90 degrees across to get it flat then between 45 to 60 degrees to clean up a bit(very light cut), then finished of with Cabinet scraper and sanding with 80grit. I also do have a sled made up, but I don't think its flat anymore. Your more than welcome to it, might just need sides pulled off and re-straightened.

Sorry to say but there comes a time planes just won't do the job as has been mentioned on this forum before, hence my list of tools in regards to the 1mm bump NOT the 60 grit comment tongue in cheek for the grain tear out.
The sander plane/block was a suggestion I actually have my dad's old wooden cement float I use.
The suggestions I made could be used on the 1mm hump and the whole top to help smooth it off. The experience I draw from is my time working in Fibreglass, sheet metal, panel beating and working with bog to repair dents and scratches on surfaces that are required much finer finish than timber work top.
I agree with the gents if a plane will do the job then use it if a scrapper will do it then same but at some point sanding is required and jumping to that after filling the tear out and using a body file which has not 1 plane blade but many and can take fine shavings or act as a finishing planer if used right.
Just trying to assist and help you get this done. I'll go hide back in my corner and watch till its finished.

Use the 112 man, use it.
I wouldn't bother with a router sled for 1mm. But that's just me. Too noisy and messy.
Get a section as good as you can with the high angle plane then try to remove any tear out with the 112.
My desk top was highly figured. Lots of tear out. I got it pretty good with the HNT planes and a card scraper.Those were the droids I was looking for.

Ok so I found a veritas toothed blade for the Bevel up planes that I ordered as a mistake (coarse) and looked at it went nah it's a bit to coarse and put it back down again. Only to return an hour or so later put it in the plane after sharpening the combs to 50 degrees.
And away we go ! it's gone well and not made the existing tear out any worse. I am even at the where I am about to break out the 112.

Sorry Ray, didn't seem tongue in cheek and I had seen your earlier post.
IMHO It had to be addressed as any use of a belt sander usually results in a complete stuff up as they take a lot off quickly especially if using 60 grit
any inexperienced person could be led astray by such a comment
The link doesn't add anything to the overall impression and contrary to suggestion I did look at it.
Paul is a man of incredible observational powers and should not be belittled, especially in this context !regards

I can see your point I guess....... Paul hanging onto a belt sander 60grit adorned just to remove a 1mm lump OR he could organise a GtG and we could have belt sander races and smooth it for him. He could always use 120 grit instead.
I know Brand name tools worth only sorry forgot
