Hat block lathe
Specifically a Osterheld & Eickemeyer ...
Any one got any info on this type of carving or lathe?

Did you check the patent info at owwm? Boink on USPTO at no. 53661. As this is an old patent, you'll need to plug-in a viewer for the images. USPTO web site has guidance for this; I use Alternatiff.
I've found this to be an invaluable resource. Sometimes just to identify a garage sale purchase (What in the world is this thing? - seller usually doesn't know either); sometimes patent drawings provide enough detail to advise disassembly and repair.
