How are people going to pick up items in Victoria right now? Surely we aren't allowed in stage 4?

Depends where you live and where you work (if you can work).
My work is less than 5 km from home so would not need a permit to travel there unless called in during curfew.
Others can legally travel from one side of the city to the other so could do a pick up if not out of the way.
It is could also be possible to buy something and if the seller agrees, collect it after stage 4. Other things could be sent by courier ($$).

Under the current restrictions the buyer could get a point to point courier company to pick it up and deliver it to them - but that would just be introducing more people into the situation including a courier driver who undoubtedly has contact with a lot of people every day - forcing buyers and sellers into collection options with more risk may be the best legal option but not necessarily the safer option.

And don't forget a lot here are tradies or running businesses, picking up tools is part of that.
I'd be far more concerned at the high numbers of people who are getting about without wearing a mask in public, or the buttons on the coffee machines in servos for example, think how many dozens of people have hit that one spot in between each cleaning, assuming they get cleaned that is!
