None of my business but DL hasn't said he wants to buy it. If you want to buy an item but want more info first you should state 'I'll buy it, subject to..more info.' RB has clearly stated that he wants to buy it.
That is my interpretation of the rules anyway. The bit about more info is to prevent deals being done via PM which historically caused a lot of problems and fights.
