    Hi
I have a small storage room that came with my shed and in there I have a shelf around 350mm wide and 2000mm long at knee hight and all my power tool from saborsaws to soldering iron are on it. Just got to wind up the leads on them to stop tangles happening. I have found this works as I can just walk in and pick up what needed.
Well that's my system works for me might be good for you maybe....

Filing cabinets can hold an enormous amount of tools. Even a scroll saw laid on its side with carpet underneath. Buy surplus at garage sales, etc.

    Cheers,

Adding to Joe's and garageman comment
I have a perfectly good filing cabinet that is looking for a new home. Currently living at Penrith/Blue Mountains area.
