    I seriously doubt it.
The actual illuminance is a combination of the "distance" and the "Lumenbs"
One LED panel is ~4000 lumens.
The spots are more than 10,000 lumens and are all within 0.4m^2 and 0.6m of the work surface.
To compete with the light output of the spots 2.5 panels would be needed AND would need to be closer than 0.6 m to provide the same illuminance.
This means they would just be in the way.

Rather than getting your sparky to hard wire the lighting may I suggest that each light goes to a socket. You will want to add to and rearrange the lighting at some stage and sockets give you maximum flexibility.

Bob calculated that you might need 14 light units. Perhaps you could get 10 double sockets, and plug in the 14 lights leaving 6 vacant sockets (temporarily vacant!). Those sockets could be wired in two batches of 10 with 2 switches, so you can have all or half your lights on.

If you think the number of lights is excessive, just walk into your nearest supermarket and look at how many lights they have.
