It'd certainly have enough grunt for it!
I think they've also painted a worse picture than it is as even if the ways are fairly worn, I'm betting it wouldn't take much to get it more than functional without much cost or effort.
Or there's always a pantograph milling machine for profile work:

Thanks for the suggestion, I do have a copier attachment for my wood lathe and have thought about using that in someway.
I am wanting to grind knifes for the heads of a wood moulding machine, so while a mill can travel in X & Y the cutter would need to be of a small diameter to follow a profile shape, so a bench grinder with a thin wheel would give a better result, if I could attach one to a mill, or get a mill with a universal head that can be fitted with a grinding wheel, then I might be onto something. Buying a dedicated Profile Cutter would be the best option with them being made for the job, but they don't seem to come up very often here's a Wadkin that sold on Grays last year and only 3 hours away from me.

▲ I remember that auction! It was a bit of a goldmine for Wadkin gear! That said every man and he's dog was on to it and some prices went for 2nd had private sale prices rather than typical auction prices. Interestingly a number of people have mentioned the price of 2nd hand machinery has generally dropped world wide with a slow down of economies. Small to medium size businesses are at high risk and crimp their spend on machinery during these times. The guy I bought my Wadkin PK from had he's business go bust during the 2008 GFC all he's clients curbed orders for a while and he's rent wasn't going to pay itself - poor bugger!
