I believe Hoop Pine ply is the best to burn on as it is fine grained and very clear in colour. You need very light colour and a smooth surface so your tip will glide over the surface without grabbing whether it be ply or solid timber. Sand the surface with fine paper before you start.
These are my observations for what my wife requires when doing pyrography.
These people may be able to help you out if you are near Perth.

A cheap burner will give you cheap results. You can't mimic what good pyros can do so keep that in mind.
Oil, acrylic and watercolor paintbrushes are the very same.
Up north here, many pyros depend upon "Baltic Birch" plywoods. Maybe in your better wood supply stores.
Often 6mm thick and no bigger than 30 cm x 30 cm.
