I used to fix the blades for our Woodfast bandsaw with a similar device about 40 years ago.
From memory I scarfed the blade about the same amount as the width.
Make sure it sits true in the clamps.
Snip off a small piece of silver solder and flatten it to fit in the scarf.
Aply some suitable flux.
The amount of power used depends on the width of the blade, best just try it.
Switch on the power and when the blade is heated use the centre clamp to squeeze the joint together.
Trim up with a file on the back.
To be quite candid after a while I found just using the oxy and a simple jig easier.
In some ways the silver solder is better than the resistance welders on the metal cutting bandsaws as you don't have to anneal the blades after welding.
