Band Saw Specs
I'm looking at a second hand band saw and have limited knowledge. The seller tells me that it has a 200 mm cut. What does the 14" relate to? The diameter of the saw wheels?

Correct, and thats also the maximum with of a piece of wood that can pass between the blade loop.
