You should not have to use any glue at all. The tyre (poly or rubber) should just stretch over the rim of the wheel.
It is a bit of a struggle, especially the poly ones, so you may need to enlist the help of a mate or devise some clamping method.

bandsaw tyre
The tyre of this one is able to slide over the pulley with no difficulty, evidently it has lost its elasicity.
Looks like it will have to be glued or a new one.
who can you purchase the tyres from?

If the tyre is no longer elastic it is time to replce it, how old is the saw many older machines require the rubber to be vulcanised onto the wheel and then ground and balanced

I have a Chinese 210mm band saw, and the tires gave up the ghost and as is typicial I haven't been able to find new replacement tires fro the wheels .
they now sport bicycle inner tube and work adequately, they are not perfect.
One of my old distributors sells the same model machine and even he cannot get the tires for the wheels.
I would like to relpace the machine with a 14" machine, but finances do not allow at the moment.
