Hi Wayne...
Why do you want to get rubber on the wheels? The couple of resaw machines that I've seen had bare steel wheels with the band running with the teeth off the front edge of the wheel.
I have a 24" saw sporting a bottom wheel that had rubber vulcanised on which was a disaster. The thickness of the rubber is too great to allow correct blade alignment, and the balance of the wheel is out also. I am going to strip it off somehow then glue on a tyre from Carter rubber (USA).
Getting back to your problem...you might want to see if Carter can supply glue-on tyres in your width/diameter. They are easy to install and work very well.
Regards
Greg

G'day Wayne an welcome.
You might try Peacock Saws in the West End. They should be able to help you.
