Sorry, but I can't make head nor tails of this sentence. You're asking for legal advice on making 240V light fixtures, so you'll want to be more specific about what it is you want to do.

What ever you make it will have to comply with the relevant Australian standard, plus you will need liability insurance

The legalities are covered under the Electrical Safety Act 2002 in QLD with similar legislation in each state & territory.

Making light fixtures - depends! Is the equipment extra low voltage (50V AC or less) or low voltage (240V AC)?

Is there any electrical work involved? If the making involves any wiring of fittings above extra low voltage, then it becomes installation or manufacturing electrical work and must be performed by an appropriately endorsed licensed electrical worker.

Unlicensed persons in Australia cannot perform any "electrical work." Wiring / installation of extra low voltage circuits, lighting; or replacing fuses or light bulbs, plugging in prewired 240V AC equipment is "not electrical work." Disassembling then reassembling prewired 240V AC equipment would be considered to be "performing electrical work."

low voltage - means voltage greater than extra low voltage, but not more than 1,000V AC RMS or 1,500V ripple-free DC. i.e. 240V & 415V AC are "low voltage"
extra low voltage - means voltage of 50V or less AC RMS, or 120V or less ripple-free DC.
