Best recharging treatment for Li-Ion batteries?

Our worldwide society really must adopt recycling and recyclability as a very first principles standard.

Everything we buy should have a place for how to recycle and consideration of its eventual disposal.

I do that here. I pull apart things into components and put all plastics and whatnot into the "council" collected bins, but these bulk services miss so many components... metals are a glaring example. The number of products I buy that have packaging or packaging components that are not recyclable irritates the hell out of me. It feels these should be punitively taxed to encourage manufacturers to do so (even if the eventual product costs more to the consumer).

Waaa waaa waaa will bleat the conservatives, but hell to them, our planet is close to extinction, materials are running short, we've dug up every natural resource and infected this planet like a plague... we need to consider the next generation! (or the next 1000 years!). Economy be damned if there is no future.

We cannot afford to live and waste like its 1960.

Just a question for the knowledgeable.

I've a very old dustbuster. It has a "charging pack", but its a dumb thing. One simply leaves it on for 10 hours. There is no timer inbuilt (!!!).

The batteries are almost dead. Getting new 1.2v Sub-C's is easy. AliExpress will sell me 16 of them (2800mah) for $25 delivered. Soldering them is is fun and trivial, but I was wondering about a smarter way of charging them.

There are 15 to the machine, which makes 18 volts.

Being NiCD there seems to be no easy way of plugging this onto a newer and more intelligent charging system.

Does anyone know of a good way to hook up a home-brew system to do this? Or know of a good NiCD doodad that will intelligently work out the various charging parameters to work with a battery pack?

i.e. state of charge, discharge first then do the 1/10th per hr thing, monitor temperature, all at 18 volts and automated amps?

Is there such a thing? Do RC cars use something like this (I've not found any!)

I can build circuits and whatnot, plug it into Arduino/raspberry etc, but that's a PITA and expensive....
