I've just checked the Aust Post Web site,

an unpadded 500g pre-paid plastic sachel is $7.20, add a "small padded bag [about $1.20] and a little bubble wrap" and tape and $9.90 is starting to look a lot like what the retailer will have to pay just for the materials.
If they pop the goods in a 500g express post sachel [cost $9.55], the quoted $9.90 is starting to look very much like what Aust Post wants to get the goods from the merchant's local post office to your local post office.
