Hartley plans are probably all on old-style A0 or A1 sheets.
    My TS16 ones are.
The Hartley TS16 association might have TS21 plans available.
If not, you are stuck with Hartley & Brooks' infamously bad customer service.
Either way, don't expect to avoid paying the appropriate license fee.

Hartley 18-21 Yacht Club Inc. (Australia) may have the plans, but not as PDF and not without paying the appropriate license fee.

Hartley 21 plans are $50 - $60, which is less than the price for paint, on the outside of the hull. I don't know if they offer a PDF download, but it's worth a try. > Hartley boat plans 'Hartley 21' sail boat <

    Bargain!!
If the leaky thing called my memory serves me correctly, a couple of years ago they were about 3 or 4 times that price !
Across the range. Must be meeting stiff competition from more modern designs. And designers.

As for the service, those who have dealt directly with them say they are very slow,
give no feedback on order progress, and discourage progress requests.
    Plans do arrive. Eventually.
4 to 6 weeks seems common in this forum and another.

The site currently shows $50 (USD) and $9 shipping (world wide) which is $52.75 Australian plus shipping. I don't know their customer service policies, but 4 - 6 weeks is pretty standard. I know if I ship from here to Australia, it takes at least 3 weeks, plus the few days it takes me to print up a set.

There is the small point that Florida is a little further to swim from AU than NZ...

    Second-hand plans...

Each plan set comes with a license to build 1 boat.
    However....
As the plans contain full-size patterns for various frames & etc,
you are unlikely to see a set of intact plans unless the owner didn't use them.

I'd recommend "water-wings" for those attempting it.
