Hmmm, lots of sound advice. Although the GIS is still on the shortlist, I've tacked and have been corresponding with PAR. He has proposed a few different plans, but RYD-16.2 caught my eye & sensibilities. It is a similar size to the GIS, but will be a slightly for substantial build. Not so much as to be prohibitive to my wallet or aspirations though. I like the enclosed foredeck as method of keeping out water, adding buoyancy, and some secure storage. I'm of the mind that this deck/hull plan will add sufficient seaworthiness for my goals. I've seen some pics of near complete build and she is looker to boot....

the RYD-16.2 looks really good on paper, i love her lines.
any chance of seeing some pics of the near complete boat?

Looks nice. If set-up time is to be kept minimum consider using a standing or balance lug in this boat. Also, a mizzen can do lots of things for you. I'm not sure what your rig requirements are...

For the Hobart area, ie. the Derwent and the nearby D'Entrecasteaux Channel, I think one of the Swallow designs would be suitable. The BayRaider or one of the Storms would indeed be nice and a 17' kit version of the BayRaider will be available shortly.
The weather can be pretty nice but is prone to whip up quickly. I've been across the D'Entrecasteaux Channel to Bruny in the ferry and you'd want something seaworthy in those parts that's for sure!

I've been unable to post in recent days, but now seem to be up and running again (thanks Michael and especially Noel)
I don't have any completed images of RYD-16.2, just a "few in the process of", most from a lousy camera phone and she's not built exactly to plan.
This a bit more "wholesome" then most in this size range. She can be set up as a cat, sloop or cat ketch, all free standing. High comings, taller freeboard and the foredeck keep most boarding water off you socks, plus three water tight compartments. Her SA/D is 19 for good moderate air performance, but 14.6 with the first reef so she'll calm down quickly if the winds pick up. The boom isn't a typical sprit boom, but is fixed to the rotating mast and curved. This eliminates the need for a snotter, but forces an outhaul and doesn't have a "bad tack' side. More importantly the forward side of the mast is "cleaned up" for over lapping sails, which can foul a regular sprit boom. The mainsail is also not a high aspect Bermudian, helping keep the CE low (only 9' off the LWL)
Materials wise, there's not much to her, several sheets of plywood, a few bulkheads, some compartment partitions, an inwale, plank keel and the usual suspects in a taped seam build. A good novice builder with some building experience could do her in a few hundred hours. This being Murphy's first build, it'll take longer.
Her volume forward picks up quickly if the bow is buried, so she'll try to ride over most everything she encounters, if it can't be pierced or sliced. The small aft deck has a transom cutout and splash well for a small outboard to port. For the more technically minded, the diagonals are "sweet" with a hint of hollow on the lower one. She'll row well if desired. The run is fairly flat and long with a buttock angle that will permit some speed, but you'll have to earn it..
