Default unknown 1970s/80s black undercoat / primer

Been meaning to ask for a while.
My TS16 interior has a black undercoat / primer, which is quite tough,
but which I have never seen its like before.
The boat was built by a bloke connected with commercial shipping, so I'm
guessing perhaps this is a remnant of something used on much larger vessels.

Anyways, I'm wondering what it is & whether there are likely to be compatibility
issues, as I need to spot paint a few areas where the enamel top-coat has
cracked, and a couple of tiny areas where the crack extends through this
    mysterious black primer/undercoat.

    Anyone got any ideas?
    cheers
    Alan J

Could it be an early epoxy primer if so I'd guess any top coat will be OK just give it a scuff. Mind you if it's cracked through to the ply perhaps some epoxy primer over these areas first may be wise.
