That's a transom mounted self steering "contraption", one that appears to be overly convoluted as well.

There are about as many ways to set one of these up, as their are drunks looking for dates in bars.

Is there something specific you want to know about wind vane yacht steering devices?

Small craft generally don't need wind vain steering systems. These are typically reserved for larger craft.

It might be best if you just gained some sailing time with an experienced skipper, one that can show you how to rig the boat for self steering. There are many ways to do it and each has good and bad things to consider about them. The most common method for a small craft, is to bring the jib sheet to windward and aft with some snatch blocks, then tie it to the tiller, with a bungee cord opposite, to provide resistance. This is a very simple system and easily adjustable to suit conditions.
