    Entirely up to the builder.
The Class Measurement Specification at http://home.iprimus.com.au/youngenr/ts16/TS16MF.pdf
    states only:

    L) Timber and plywood boats must carry at least 0.300 cubic metres of approved buoyancy, or buoyancy material.
Fibreglass and composite fibreglass/timber/plywood boats must carry at least 0.425 cubic metres of approved
buoyancy, or buoyancy material. The buoyancy must be fitted inside the boat in such a fashion as to prevent
dislodgment in the event of a capsize or other accident, where the safety of the crew would be involved. Where
buoyancy is in the form of sealed compartments, a drain hole and screw type plug shall be fitted to each compartment.
There shall be a minimum of four (4) compartments unless supplemented by approved buoyancy material.

    M) In the event that a combination of buoyancy material and sealed compartments are used, there shall be a minimum
of two (2) compartments plus an additional 0.150 cubic metres of approved buoyancy material fitted elsewhere within
the boat. Effective buoyancy shall be calculated by the exclusion of the largest compartment from the total volume.

Good to see you've been putting it to good use.

Looks like a great idea very salty as they say.
I wonder about CE perhaps move the mizzen back with all the consequential problems of course.

As to flotation.I'm going to make shaped/fitted, hollow, ridged foam boxes,to fit between frames and under bearers. That way i hope to get the volume needed, with half the cost.

A previous owner of mine stuffed the forepeak full of plastic bottles of various
sizes, and 14"x12"x2" blocks of styrofoam under the floors in the cabin.
The cockpit floor was left as an air tank.

I'm figuring to fill the under bunk area forward of the centreboard, and the aft
2/3 of the cockpit floor. Depending on cashflow, I might get some of that new
u-beaut closed cell polyurethane. I'll be lowering or eliminating floors in my
cabin to try & weasle a bit more head-room. The forward part of the cockpit
floor looks like good stowage space to me.

    cheers

Have found The Oracle on the matter !!

Amongst the two boxes of paperwork & magazines that came with mine was a
booklet by the Vic TS16 Association - Cruising in TS16.
A veritable gold-mine of info on boat set-up & handling.
What it has to say about buoyancy...
    # 0.3 cuM of buoyancy will support the hull along its centre-line liying at 90deg.
    # Distriibution should be 60% forward under the bunks, 40% aft.
    # No more than 0.37cuM of buoyancy below the top of the CB case, otherwise it will
turn turtle & be impossible to right without outside assistance. Slightly more ok if
the mast is sealed & buoyant.
I assume that this last one means additional buoyancy is ok but should be placed
    higher than the CB top.

    Hope this is of use
    cheers

    So 0.3 cubic metres.

Does that mean 300L of plastic bottles?

How many piol noodles would it be?

How much Styrofoam would it be?
