Not sure of the reference but I'll have a go -
" Made to a recipe not just a price!"
Where a recipe/plan is followed regardless of price - that is no substitutions of expensive bits/ingredients with those of lessor quality just because they are cheaper whether this is foodstuffs or machinery.

Definitely "made to a recipe . . .", spoken in what was meant (I think) to be a "wise old codger" voice. It might have been soup; if not, it was bread.
