I am in complete agreement with the rule.

The FIA's main function in life is to dot all "i" and cross all "t" in the rule book. Then go back and do it again 5 more times when applying the rules.

The issue is not the rule itself, nor the harshness of the penalty applied to MSC. Michael broke the rule and must suffer the consequences.

There are two issues.
1 - If the race was to be concluded under the "Safety Car", why would the SC go into pit lane just before the race cars cross the finish line? That has to be the bone head policy of the year. It makes more sense to me to have the race cars finish behind the SC.

2 - Under the FIA rules and requirements, how is a driver notified that the driver has started the final lap? In the US most (if not all) racing series use a white flag to signal the drivers that they are completing the last lap of the race. FIA uses a white flag in the corners to indicate a slow vehicle on the track ahead. Is the FIA requiring that the teams assume some of the race stewards functions by signaling to the drivers the administrative state of the race?

To my knowledge, the FIA does not require pit board signaling nor pit lane to car radios. Even if these signaling devices are required by the FIA, is specific content required in the information conveyed?

Just some ugly thoughts brought about by competitor stupidity and heavy handed administrative action.
