Answer is that Phil Silvers and Frank Sinatra both had daughters called Nancy.
Sivers and Sinatra co wrote the lyrics to "Nancy with the laughing face"

Well I figured out that Nancy had something to do with it but the stuff I read said that Phil Silvers wrote "Nancy with the laughing face" about Nancy Sinatra.

A joint venture Cliff. Silvers may have had young Nancy in mind but Sinatra aparently always had his daughter and her mother, Nancy Barbato,in mind when he co wrote and sang the song afterwards.
