The title says it all: I have one, an orphan in a recent ebay box of taps purchase. If anyone needs a lend of such a thing drop me a line.

It is tapered...ideal for tapping a nut, but obviously for a clamp or similar given the right hand thread. But it is beautifully made with what might be the nicest blueing I've ever seen, satin smooth on the shank.
