It may not have been any fault in the Chinese made fasteners, but all stainless fasteners should be lubricated, preferably with anti seize, before assembly. Stainless fasteners are notorious for picking up if assembled dry, and tales of nuts, particularly in larger sizes picking up when spun on quickly by hand are quite common. It sounds like your friend may not have been aware of the importance of anti seize when using stainless bolts
