If all you are after is rapid rusting, just buy normal steel and give it a paintjob with hydrochloric acid - rust will set in very rapidly after that.

Talk to container manufacturers - I think that's one of the materials that they use. Most steel suppliers should be able to get some for you but there is probably a minimum order involved and you probably don't want 10 tonnes of it.

Do you mean a weathering steel, (the centerpoint tower is made from this).
