I looked mine up last week and it told me it had only just been sent but when the package arrived it was sent the week before that, so take no notice to what Hong Kong post tells you.
I don't think you have anything to worry about he states on his web site that it takes a minimum of 2 to 3 weeks then if customs hold it up it could be longer.

Good news
I phoned the parent company on HK today and they passed a message on to CTC tools.
They have replied stating the manager has been away. The stuff has been sent.Terry B

Package arrived today 2/7/10. Still their website states "ordered" for my consignment.
The items are good just the website isn't updated very often.Terry B

I know this post is from the 25th June 2010
I have just received tools from CTC that I had to chase up through Pay Pal I waited 6 weeks which I think is the time required before you can launch a complaint with Pay Pal.
I sent CTC an email but after two days no reply.
Once I put the dispute in action CTC contacted me and said : Your Items have shipped 27.March as a registered parcel Your national postal service will bring it to you.
I purchased the goods on or about the 20th Feb yet they did not post them till the 27th of March I am now a bit reluctant to do business with this company. And that is a shame because they have some great buys

Lodge a claim with Paypal and let them sort it out .

I've ordered 3 times from CTC.
First took a week or two to post, the other two were posted in less than 2 days and arrived at my door in under 7 business days.
Shipping notification tended to be well after the parcel was actually posted.

You order may have been over looked or something, still it should have been said so and an apology/explanation sent to you.
I have ordered off them many times and never had any problems to talk about. I did receive 2 items that where not up to standard. One he gave a partial refund because it was still usable (cosmetic flaw) and the other he paid the return postage and gave sent me a new one.
