Design review time...
You could cut those notches by a variety of methods, but each will degrade the structural column strength of the tubes. Would you be open to welding on tabs for mounting the shelves? You could easily and quickly fabricate many tabs or lugs with a hole saw matching the OD of your tube, then sawing out four lugs from the perimeter, drill, de-burr. Repeat for each shelf location. Weld, or have welded.
Years ago I made a hi-fi shelf from tubes and airfoil shaped ribs that I had cast locally. The whole project was inspired by the death traps that I flew in my youth. The ribs were of course inverted with the camber downward. Wire braces lent rigidity. Glass shelves. Then I met a girl who liked Laura Ashley stuff. Sigh.
