Not worked that one out myself. I know you do get in trouble for trying to remove them. I would have thought that once the muck has set, you wouldn't need anything to contain it.
Plenty of Google hits for Tyre fill, tryfil, and Zeus which all make a 2 pak filler. No idea if it is available. Or in that small a quantity.
Shep must have a tyre place that does off road, bobcat, construction tyres. Your bound to be able to get it done in town, but I expect the cost will be more than new tyres and tubes.

Thinking way out to the left or right, what would it take to laminate up some rubber off cuts to say 75mm thickness around a steal centre and machine the whole thing round on a lathe ?
Disclaimer ,I've got a tooth ace not thinking properly may be a complete STUPID idea ,
Or ingenious of course .
