'gland' packing for old push mower bearings / shaft - what material?
Hi all,
I'm giving some love to an old Qualcast push mower. Made in Melbourne in the '30's or so to a brit design. A nice old thing:

The rotating cutters run on some open cage bearings that I believe were probably sealed with some kind of packing material around the shaft. The remnants of it are this I think:

The gap the packing has to fill is actually quite large:

Any clues as whether this was indeed packed, and if so, what one might use to repack/reseal it? Rope/string with waterproof grease?
An alternative is to hunt some sealed bearings for it and modify stuff to suite - but, going for the original method first.
