    I use an old 1970's CIG stick welder from time to time that looks identical to their heavy duty 240V stick welder of the same vintage (Blue louvred box, two mower wheels at the back) but is connected across two phases of three phase which would give the 415V across the welders's single primary winding. I wonder if it was also designed to run off 480V (now 460V) split phase.

    It's certainly possible. A lot of welders (especially big old transformer types) are multi voltage - often 240V, 415V (normally 2 of the 3 phases) or 480V. There are multiple taps on the transformers primary and a "patch panel" to allow you to select the input voltage you want to use.
