    There are degreasers made from caustic so I think the oil/grease residue will be dealt with.

    I think that would be quicker and easier in the end. Modify it so it bolts back to posts so no welding needed after it's painted. A threaded insert (nutsert) in the post and a spacer and bolt for the rail.
