This an old tap grinding attachment. The first pic has the pivot to set lead angle, the base is long lost but a piece of plate will do for that.
Pic 2 shows the cam inside of the handle, there are a set of cams from 3 flute to 6 flute. As the handle is turned the cam causes a lever to to rotate the aux or smaller shaft. This pivots the main casting to the base and provides radial clearance. The tap is held between centers with a smart opposing V block drive. The knurled knob on the main casting operates a travel limiting stop. For LH taps the cams are assembled reversed.
This tool is I think older than me and in excellent order.
