I recently bought a whitworth P&N set of these.
Have only cleaned them, not tried yet. I am hoping the adjustment will make it easier to do a 'creep up' repair on damaged threads that won't let a fixed size die-nut on.

PS I thought you meant an interesting press 'die-set' by the post title! Rather a threading die set.'Waratah' spring hammer by Hands & Scott c.1911- 20, 'Duffy, Todd & Williams' spring hammer c.1920, Premo lathe- 1953, Premo filing machine.

Start by cleaning it all thoroughly.
Then you can see the sizes stamped on the cutters and guides. Pair them up and work out what is missing- it is interesting that there are four guides but more than 8 cutter halves.
The cut-out in the bottom of the tray reminds me of being for a tap handle; so maybe on the search for matching brand tap handle and probably intermediate tap for each of the size dies.
See ya,
