    what skew , sam and the others said but also check that they did not paint insude the more tapers . I know but they did in mine if so thinners and gently scrape out .Now put your pen mandrel in bring up your tail stock but don't put it in the dimple in your mandrel leave a small gap . Then turn the head stock by hand and see if the shaft is running true if not gently i mean gently tap the shaft until it is now is it lining up with the tail stock if yes good , if no refer to skews notes . oh and you are turning towards the head stock or tail stock arnt you if not you are probably deflecting the shaft and always turn with sharp tools.

    Thanks for all the advice fellows. I changed my mandrel shaft out just in case it was the problem. No change.

    Turning the lathe by hand with the pen mandrel in it and the tailstock not tightend down against it I can see the tip of it is doing the little wobble dance, its moving up down back and forth just a tad.

    I guess that means the problem is on the antitailstock (I can't remember what the other end is called ).

    Could it be the bearings? Is the shaft twisted or warped? I'm a bit puzzled, I can't see how to adjust that part, I don't think theres a way.

    I can't remember if anyone suggested this but surely your 'test' means the mandrel is bent just a tad.
