The maker of the resin will usually tell you how much to use.
But I use 1.5% by weight. So 100gm of resin gets 1.5 gms or hardener.
No thats for the resin I have.
Get one of the little electronic scales off ebay.
They do up to 1kg in .1 gm increments. Cost about 4 or 5 bucks posted.

There are a number of reasons for blow out on resin pens:
- blunt tools - you will notice little holes/chip-outs forming on your blank, you will hear it
- large cuts - you can see it
- too much catalyst in resin - blank is very brittle, so you get chips rather than streamers
- hole too sloppy for tube - when it blows out you can see gaps
- blanks not glued to tube properly - when it blows out you can see areas not glued on
- wrong tool approach - chipping, dig-ins etc
