all deer in Australia are introduced species, and we do have a number of different sorts - Red, Chital, Sambar, Hog, Fallow, all of which are classified as feral animals
you do need a deer hunting license to hunt them, hog deer are semi protected in that you need to get tags for them and they can only be hunted during ???March/April??? or there about
not sure about tags for the others but i do know that some of the other species have time periods during which they can be hunted, last i remember there is no fee for the tags or it is minimal, the deer license is not very expensive either
i have never heard of any law requirements on the selling of antler, i have never had to buy it, i know plenty of hunters and they are only to happy to pass on any that they are not going to use, that said i am running out so i will have to chase some up very soon
i have never been into hunting personally but i do shoot targets with a bow and arrow
i pretty sure what i have above is correct but if anyone in Australia is looking to hunt deer then they should check all the regs first - Better to be safe than sorry

Considering deer are are an intrduced species here, and a bloody pest in places, I'm buggered if I can see the sense in the laws about them.

Hope I'm not high-jacking this, but I had to ask Les........what about legally shot deer antlers. Are these not legal for pen making purposes in Alberta? I have a deer hunter friend that I can have some antlers from - in Ontario. I'm interested in what the situation is out your way.

According to a document I got from the Regulations Officer, Alberta Fish and Wildlife Division, I have highlighted the part that answers your question here in Alberta. I would advise you contact your local Ministry of Natural Resources:

Wildlife Antler Sales
Alberta's Wildlife Act and Wildlife Regulation place restrictions on the sale of
wildlife and their parts. In general, wildlife belongs to the Crown and sale of
wildlife is not permitted, However there are also some exemptions that allow for
possession, transport without documents, sale, or possession for the purpose of
sale. I have tried to address aspects of your questions below.
If you find naturally shed antlers in Alberta, you can sell them in Alberta. Wildlife
parts that are naturally shed are not regulated in Alberta (so no permit is required).
Other jurisdictions do not have the same wildlife laws so I would encourage you to
seek legal advice before selling shed antlers over the internet or to a person in the
United States.
If you find a set of antlers that is still attached to the skull plate, a person can
possess them by obtaining a "permit to possess found dead wildlife". The current
cost of such a permit is ten dollars plus GST. This permit does not allow for the
sale of wildlife other than by the executor of a will once a permit holder is
deceased. This is the same permit commonly issued to people who find a raptor
and wish to take it to a taxidermist.
If a person hunts a deer under a recreational license, only the hide can be sold. No
other parts of the deer can be sold unless the hunter obtains a "registration for sale
permit" and waits for a three year period to elapse. This permit currently costs
twenty dollars plus GST, but is only available to the person who actually hunted
the wildlife.
The permits described above can be obtained at your local Fish and Wildlife
District office. Depending on the situation, officers will conduct various tagging,
inspection, or testing on the wildlife and depending on various factors, may require
the wildlife for some time.
The issue of antlers on a game farm is somewhat complex, but basically only the
owner of the farm or someone with a "big game product buyer's permit" can buy
and sell whole antlers from a game farm. You can purchase shed antlers from a
game farm.
In most circumstances, the antlers that you see used in crafts and offered for sale
are naturally shed antlers.
