For pens you don't need super high quality, Ebay HSS are fine and as low as 1/4 the price, just make sure you get sizes that are useful to your pen sets. i think I got a set with a range from 7mm to ~15mm for ~$50. Use a drill to start with to ensure hole is round, then tiny adjustments at a time, you are reaming not drilling.
