What is it and what does it do?
Ok,
A little brain teaser here.
Who knows what this machine is and what it does?
Hint #1, made before WWII.
Hint # 2, not a sewing machine.
Last hint, it does not work or cut wood, but the tool it helps is very important to pen turners and other wood workers."That's why I love my computer,,,,,,,, my friends live in it."

It looks like a mechanical "filing machine" possibly used to sharpen tools ,I think that prior to WW11 the tool steels would have been more the high carbon type and fileable . Cheers John

Look closer, it has a triangle file installed...you win by the way, it sharpens and sets band saw blades.
Prior it WWII, bandsaw blades were expensive to make, cost the consumer a lot of $$$, and shops would sharpen and re-use blades as much as they could before buying new ones.
It is a 1923 Black Diamond bandsaw blade sharpener and setter, made by Oliver machine works, sold under the Black Diamond name here in the states and under the American Tools works name abroad.
New, ir cost almost $15.00 American, which was a expense well used to keep from having to buy new blades.
It is fully adjustable for teeth count from 1 per inch to 20, and can handle blades up to 2 1/2" wide.
And yes, this one still works."That's why I love my computer,,,,,,,, my friends live in it."
