If you do a search in the
HOMEMADE TOOLS AND JIGS ETC.
Forum that should reveal a few and it will save folks reposting stuff that has already being posted.

I recently bought a decorating elf, but instead of spending the $50+ on the coving and point tools, I made my own from a couple of Gary Pye HSS blanks (~$12 total).

Is the elf just a length of steel with a hole drilled in the end and then you slide a carbide burr into the hole ?

It's got ball bearings and a magnet in there as well, but fundamentally yes. The burrs are HSS, not carbide, as far as I can tell.
