Yes, some designs of a 'long and strong' detail gouge have a cross section that's squarish or rectangular. I think the idea is for long tool overhangs you need more mass. You can get the same effect by having a shallower flute - hence Doug's shallow detail gouges.

TL, if you look at the two detail gouge types in the pic, you'll see that B (made from round stock) is the one that has different sizes for diameter vs. flute.
For type A the flute is nearly the full dia. Looking at the gouges in the listing, it seems that instead of flat sides the Thompson ones are bevelled back. I'd prefer flat sides, for full support when the tool is rolled over all the way, but even so the flute is the same measurement as the dia. for all intents & purposes.
So a 3/8" detail gouge should be a 3/8" detail gouge in either standard, unless he's measuring in some weird 'n wonderful way.
wm460 C & D in the pix show a U-profiled bowl gouge vs. a V-profiled bowl gouge. Enough said?

If you don't know what flute shape to get go with the V shape flute because it's like the Sorby's, Ellsworth... etc. My U shape is just like the letter U with a large radius at the bottom, if the flute was deeper it would become a spindle roughing gouge.
