I think Bunnings sell a sort of hinge template for those hinges with rounded corners so you can use a router to cut the rebate.
Other than that, locks are prety easy. They usually come with a cardboard template which you use to mark the holes and then just drill away.

Have a look at the woodworking channel - they have a program that is repeated fairly regularly that's called the router workshop, the episode I'm thinking about covers exactly what you are trying to do - and they use their own simple to make jig for the job (Which I would expect not only will be more suited to your specific dimensions but cheaper too).
